Description:

The Government is seeking a prototype business approach to provide the RDT&E facility and capability utilizing an anechoic chamber to meet mission requirements.  NAWCAD is looking to pursue innovative approaches that detail the phased technical and management approach, notional project schedule, funding and investor strategies, capital stack, enabling statutory authorities, alternative ownership and operating structures, proposed sustainment approaches for the facility infrastructure, proposed alternate or additional funding sources to reduce initial cost burdens, and any other considerations required to support the project.  Additionally, NAWCAD is seeking novel approaches to cost effective construction processes and materials to meet the ICD-705 requirement and integration of energy resiliency methods and technologies into the AISIC. Finally, the Government requires an understanding of the projected range of total potential costs in execution and potential 30-year cost models with early year off ramp options.
